Announcement on the Reappointment of Professor Gao Zhiliang and Related Periodic Achievements of the GEDIS (Global Electronic Data Interchange System, also known as the "Huayuan Huitong System") System

To continuously strengthen the talent support and standards development for the GEDIS system, the relevant information regarding the reappointment of Professor Gao Zhiliang and the periodic achievements is hereby announced as follows:

I. Core Personnel Profile

Gao Zhiliang: Foreign Academician of the Russian Academy of Engineering; Honorary Dean and Chief Expert of the Smart Oil and Gas Field Research Institute at Chang'an University; Director of the Center for Digital and Data Science at Chang'an University. Since 2021, he has been employed as the Chief Scientist of the GEDIS Project, comprehensively leading the foundational theoretical research and system architecture design.

II. Core Work Achievements (2021–2026)

Professor Gao Zhiliang has led the theoretical construction and model design of the GEDIS system, achieving the following landmark results over the past five years:

1. Theoretical Breakthrough & International Honor: Established the Law of Energy Conversion of Data, which won the Gold Award at the 49th International Exhibition of Inventions Geneva.
2. Major Practice & National Recognition: Led the development of the "China-Mongolia Livestock Digital Trade Clearing Service System", which received high acclaim from a panel of experts from 10 State Council ministries organized by the International Cooperation Center of the National Development and Reform Commission (NDRC).
3. Dual-Model Certification: Pioneered the "Dumbbell Model" general framework and the China-Mongolia Livestock specialized practice model. Reviewed by an expert panel led by two academicians under the auspices of the China International Technology Promotion Association, these models were appraised as reaching "internationally leading level".
4. Leading Standards Drafting: Led the drafting of two group standards: Specifications for Management of Cross-Border Digitalized Cooperation and Operation Specifications for Cross-Border Digitalized Cooperation.
5. Intellectual Property & Implementation: Completed the GEDIS Cross-Border Digital Trade Collaboration Framework Convention and core institutional documents. Holds 10 software copyrights and 1 invention patent for "Digital Clearing Methods". The project was selected as a typical case for the China-Shanghai Cooperation Organization (SCO) Digital Economy Cooperation Summit.

III. Reappointment Arrangement

The Yan'an Digital Trade Cross-Border Service Center has decided to reappoint Professor Gao Zhiliang as the Chief Scientist of the GEDIS Project for a term of five years (May 2026 – May 2031).

IV. Core Tasks for the New Term

During the new term, Professor Gao Zhiliang will focus on advancing the following:

Establishing the standardized management and operation system specifications for GEDIS, clarifying the full-link processes and power-responsibility boundaries for the DID Certification Center, CID Production Management Center, and the Intelligent Clearing and Settlement System.
Deepening the two drafted group standards and further refining the cross-border cooperation specification system. This will be carried out through the classified development of:
Management Specifications: Covering rights confirmation, production, supply, circulation, and compliance.
Operation Specifications: Covering data interaction base specifications (such as main system interfaces), as well as financial service specifications for asset splitting, value assessment, and financing collateral.
Expanding standard support for applications in agriculture, energy, green manufacturing, and other fields along the "Belt and Road" initiative, enabling the system to be replicable and scalable, thereby facilitating the mutual recognition of global digital trade rules.

V. Conclusion

As the unit responsible for the standard declaration, promotion, and implementation of the GEDIS system, the Yan'an Digital Trade Cross-Border Service Center will continue to undertake standard drafting, promotion, and implementation work. We will provide support to Professor Gao Zhiliang's team in standard research and industrial practice during the new term, contributing to the establishment of the GEDIS system as a critical infrastructure for the mutual recognition of global digital trade rules.
